Essences are also pay to win when crafting is the only way to get them, since you can only get universal solvents from the store (or insanely low random drop rate). Once you've done that, you can pay for embers and gear up all your alts with the best gear. Raid gear is kind of similar, except you actually have to complete the raid once on any character.
For example, when an expansion first comes out there are usually only limited options for getting gear, and you can pay to get BiS gear from lootboxes until you complete the raids. It's pay to win in a lot of ways, but not all the time. I think I played 40% of the game in my 3 years casual playing/exploring - so the hours of play you get for free is huge. They usually have a yearly sale though, that greatly discounts expansions - which I, as a F2P for 3 years now, have taken advantage of, so I have unlocked 80% of the game without spending real money.
so the Yes you can play the game completely free but it'll be grindy if you aim to farm the LOTRO points in acquiring the more expensive expansions. You buy the quests, expansions, cosmetics, and convenient features (wallet, riding, etc) with the game currency "LOTRO Points" - which can be earned by F2P accounts by completing quests, deeds, etc. You can pay for quests, expansions, cosmetics, and convenience but not to get OP gears or whatnot, so it's mostly fair play in gearing (I can't speak of end-game as I haven't reached that yet). Players work together - F2P, Subs, and VIP play together in questing, dungeons or RP activities. The game is mostly PvE, story, or simply adventuring in Middle-earth.
